Funding guidelines
General Information
As a non-profit humanitarian aid organisation based in Stuttgart, Germany, STELP e.V. supports locally initiated aid projects in the areas of water, sanitation and hygiene, food security and nutrition, emergency shelter and settlements, logistics, health, education, peacebuilding and social cohesion, protection, and infrastructure. In justified cases, projects in other areas may also be supported. The following principles apply to funding:
Needs-based approach
Any potential funding should always be based on actual local needs. The applicant organisation must provide a plausible justification for this, where necessary by including relevant needs assessments.
Do no Harm
Potential (unintended) negative side effects of any kind must be avoided. For the applicant organisation, this means demonstrating in a plausible manner that any risks have been analysed and that an appropriate strategy is in place to mitigate these risks (where applicable, including relevant analyses, action plans, etc.).
Impartiality of support measures
It is expected that the support provided by STELP e.V. will be granted solely on the basis of need, regardless of nationality, ethnic origin, religion, gender or political beliefs.
Innovation
In order to use funding as effectively as possible and for the greatest benefit of the groups concerned, it is sometimes necessary to take an unconventional approach. STELP supports innovative and agile solutions wherever possible, whilst taking into account the principles outlined here.
Sustainability
Projects are expected to take sustainability principles into account, particularly the social and economic aspects. The environmental aspects of sustainability must also be consistently considered throughout the entire project cycle and applied wherever possible. For emergency humanitarian measures, it is necessary to demonstrate plausibly how these are linked to longer-term measures aimed at preventing hardship and suffering, or how a connection to the latter is established. The development of an exit strategy also falls under the heading of sustainability.
Impact
It must be demonstrated how the resources invested in the planned project will achieve maximum impact. This applies in particular to the use of financial and human resources – these must also be assessed in terms of their potential benefits and efficiency in improving the situation of the communities being supported.
Funding criteria
Funding is available for projects run by civil society organisations worldwide (excluding Germany). Applications from small grassroots organisations are particularly welcome.
Fundable costs
- For new applications, a maximum grant of €20,000 will be awarded. Any additional amounts may only be granted in justified exceptional cases.
- Costs relating to the funding priorities listed above.
- Proportionate costs for the applicant organisation’s safety management (decided on a case-by-case basis).
Non Fundable costs
- Administrative costs, including staff costs incurred by the applicant organisation.
- The applicant organisation’s initial costs that cannot be allocated to a specific project activity (e.g. computers for the core team).
- Transport costs incurred by the applicant organisation that cannot be attributed to a specific project activity (e.g. flights for the core team, etc.).
A contribution of at least 10% of the total budget from the applicant organisation is strongly encouraged (justified exceptions may be made).

At the time of application, the applicant is required to submit the following documents:
- Proof of non-profit status
- Constitution
- Child Protection Policy
- Anti-corruption Policy
- Privacy Policy
The applicant organisation is expected to comply with the Code of Conduct for the International Red Cross and Red Crescent Movement and Non- Governmental Organisations (NGOs) in Disaster Relief . This must be confirmed in the application form.
Further information
The application must be written in German or English . Applications in any other language cannot be considered currently.
